Requirements to obtain a building permit for a modular home

  1. Zoning Permit
  2. Water permit
  3. Sewer permit
  4. Building Permit Application
  5. 2 sets of complete plans drawn to scale with inspection agency stamp
  6. Submit completed CRCA Energy Compliance Information form.
  7. Termite protection (e.g. cap block and pressure treated plate.)
  8. Footings: Depth and size (width and thickness), (Including piers, columns and decks).
  9. Foundations:
    • Composition
    • Means of complying with unbalanced fill heights
    • Damproofing (e.g. parging and tarring)
    • Waterproofing (Waterproofing is required wherever habitable space is located below grade and product specifications shall be submitted for approval.)
    • Sill plate (Minimum width of walls above)
    • Bolting in concrete or masonry = ½” diameter bolts at 6’0” on center and within 12” from corner and from ends of each plate section, 7” embedment.
  10. Crawl space:
    • Vents required within 3 feet of each corner (exception: Ventilation openings are not required when the ground surface is covered with an approved vapor retarder material, the space is supplied with conditioned air and the perimeter walls are insulated)
    • Access = 18” x 24”
    • Minimum 18” clearance from finished grade to floor framing.
  11. Concrete floors:
    • Thickness (Min. 3-1/2”)
    • Strength (basement = 2,500 PSI min.; garage = 3,000 PSI min.)
    • Base course (4” thick base course consisting of clean graded sand, gravel, crushed stone or crushed blast-furnace slag passing a 2” sieve.)
    • Vapor barrier (including attached garages).
  12. Information from manufacturer on column layout and beam size with a seal from a Pennsylvania design professional.
  13. Stair details for all interior and exterior stairways:
    • Landings (min. 3’x3’).
    • Stairway detail: Minimum width = 3’; Maximum stair rise = 8-1/4”; Minimum tread depth = 9” with Ύ” to 1-1/4” nosing; Minimum headroom = 6’8”. Open risers are permitted, provided that the opening between treads doesn’t allow the passage of a 4” sphere.
    • Stairway illumination (including exterior stairs).
    • Handrail details: Required at stairs with three or more risers. 34”-38” above leading edge of nosing: The handgrip portion of the handrails shall not be more than 2-5/8 inches in cross-sectional dimension, or the shape shall provide an equivalent gripping surface.
    • Guardrail details: Required for porches, balconies, open sides of stairs, or raised floor surfaces > 30” above floor or grades below; Minimum 36” above finished floor at horizontal locations; Minimum 34” above leading edge of nosing measured vertically at stairs; Opening limitations = < 4” and < 6” at triangle formed by rise and run of stairs and bottom of guardrail.
